India vs China: Sourcing Corrugated Boxes and Packaging

US and UK buyers who have been sourcing corrugated boxes from China are increasingly asking the same question: does India make sense as an alternative? The answer depends on your specific situation - tariff exposure, order volumes, quality requirements, and what you are actually shipping - but there are clear patterns in where India wins, where China still leads, and where the two are roughly equivalent.

This is a practical comparison for buyers already familiar with overseas sourcing, not a general introduction to import logistics.


The Tariff Picture: This Is Where India Wins Clearly

The most significant structural difference between India and China as a packaging source for US buyers is the tariff environment.

China: US Section 301 tariffs (imposed from 2018 onwards) apply a 25% additional duty on most paper and packaging products from China, including corrugated cardboard boxes (HTS 4819.10). These tariffs remain in effect as of 2026. A buyer importing corrugated boxes from China pays the MFN duty rate plus the Section 301 surcharge, materially increasing the landed cost.

India: India faces no Section 301 tariffs. Corrugated boxes from India enter the US under the standard MFN duty rate only. There are no anti-dumping duties or special measures on Indian corrugated packaging.

The practical difference: On a $50,000 USD container order, a 25% Section 301 tariff adds $12,500 in duty costs. For buyers currently absorbing this on Chinese-sourced packaging, India's tariff-free status alone may justify the switch, even if the ex-works price from India is slightly higher.

UK buyers: No Section 301 equivalent exists in the UK. Both India and China access the UK market under 0% MFN for corrugated boxes (commodity code 4819.10). UK buyers do not face the same tariff differentiation, so for UK importers, the comparison is purely on cost, quality, and lead time - not tariffs.


Price Comparison: India vs China at MOQ

Corrugated box pricing from both countries is driven by the same underlying factors: paper cost, labour, and freight. Both countries have experienced paper price increases in recent years.

As a general guide for standard single-wall RSC corrugated boxes:

For UK buyers where tariffs are not a factor, Chinese and Indian pricing is broadly comparable on standard grades. India has a slight edge on cotton-based packaging products (muslin bags, cotton seed bags) where local raw material availability is more favourable.


MOQ: India Requires Higher Minimum Orders

This is an area where China currently has an advantage for smaller buyers.

Chinese corrugated box suppliers - particularly those set up for e-commerce and small brand markets - often accept orders from 500 to 1,000 units. Indian manufacturers typically set MOQs of 3,000 to 10,000 units for custom-sized, custom-printed corrugated boxes.

If your order volumes are under 3,000 units, China is likely the more practical source. If you are ordering 5,000 units or more, India is competitive and typically has fewer intermediaries (broker layers) between the factory and the buyer.

Lead Times: Similar, with Different Risk Profiles

Production lead time from order confirmation to port loading is broadly similar: 18 to 28 working days from both countries for standard corrugated boxes.

Sea freight transit:

  • China (Shanghai/Guangzhou) to US East Coast: approximately 25 to 30 days
  • India (Mundra/JNPT) to US East Coast: approximately 25 to 32 days
  • China to UK (Felixstowe): approximately 25 to 30 days
  • India (Mundra) to UK (Felixstowe): approximately 18 to 22 days

India is noticeably faster to UK ports. China and India are roughly equivalent to US East Coast ports.

Risk profile: China-India lead time comparison became important during the COVID container crunch and during periods of Suez Canal disruption (India-UK shipments via the Red Sea were rerouted in 2024, adding transit time). For US buyers, China-to-US routing (via Pacific) and India-to-US routing (via Suez or Cape) represent genuinely different supply chain risk exposures.


Quality: Both Are Capable, But India Has Fewer Quality Tiers

China's corrugated packaging industry ranges from very high quality to very low quality, with a large middle tier producing to inconsistent standards. US and UK buyers who have had quality problems with Chinese packaging suppliers typically experienced them from lower-tier factories accessible via Alibaba or trade show contacts.

India's corrugated manufacturing industry - centred in Gujarat and Maharashtra - has a smaller but more consistently mid-to-high tier. The factories exporting to the US and UK tend to be established operations with international quality documentation (ECT and burst strength test certificates, ISO 9001).

That said: both countries have good and bad factories. The correct process is the same regardless of source country: request test certificates, get physical samples, and verify before production.

Certifications: India Has a Genuine FSC and GOTS Advantage

For buyers who need certified sustainable packaging:

FSC (Forest Stewardship Council): Available from both countries, but Indian manufacturers supplying UK buyers are more likely to hold current FSC chain-of-custody certificates because UK EPR compliance has driven demand for FSC documentation.

GOTS (Global Organic Textile Standard): For cotton packaging products (cotton bags for seeds, muslin bags), India is the clearly superior source. India is the world's third-largest producer of organic cotton, with extensive GOTS-certified mill infrastructure in Gujarat and Tirupur. Chinese cotton bag manufacturers do have GOTS-certified options, but the supply chain is less developed and the price premium is higher.

OEKO-TEX: Available from both. Indian mills in Gujarat and Tamil Nadu have high OEKO-TEX certification density for cotton products.


Communication and Relationship Management

This is subjective, but it comes up consistently in buyer feedback:

China: English-speaking sales contacts are common at export-focused Chinese factories. However, technical communication (specification changes, quality issues, production queries) sometimes involves translation gaps that result in specification drift.

India: English is an official business language in India. Technical communication with Indian packaging manufacturers - specification discussions, sample feedback, documentation requests - tends to happen in clear English with less translation overhead.

For buyers who want to manage their packaging specification closely - sending detailed technical feedback on samples, requesting specific board grade changes, managing print colour matching - direct communication in English is a practical advantage.


When India Makes Sense

India is typically the better source when:

  • You are a US buyer currently absorbing Section 301 tariffs on Chinese packaging
  • Your order volume is 5,000 units or more per SKU
  • You need GOTS or OEKO-TEX certified cotton packaging products
  • You are shipping to UK destinations (India has a meaningful transit time advantage)
  • You want factory-direct supply with full ECT/burst strength test documentation
  • You need FSC-certified board for UK EPR compliance
  • Communication clarity matters to your specification management process

When China May Still Win

China typically remains the better source when:

  • Your order volume is under 3,000 units per SKU
  • You need very short production lead times and have established relationships with Chinese factories
  • Your product is a standard commodity specification that many Chinese factories produce interchangeably
  • You are a UK buyer (no tariff advantage from India, so price and established relationships dominate)
